Elizabeth Roy has served the people of Whitby as a municipal leader for over thirty years — and has built a record of genuine results. Before becoming Mayor in 2022, she was a school board trustee and board chair for the Durham District School Board, a local councillor, and a regional councillor. Alongside her public service, she built a three-decade career as a medical radiation therapist — bringing both a healthcare professional's precision and a resident's everyday perspective to every decision she makes as mayor. Under her leadership, Whitby secured a new hospital planning grant, opened Canada's largest multidisciplinary health centre, launched a Community Strategic Plan shaped by over 8,500 residents, began construction of Hospice Whitby, and partnered with Habitat for Humanity to create 40 new affordable homes. She is a mother of three and grandmother of two — which means Whitby's future is also personal.
Whitby Ward System — First Election Under the New Structure
This October, Whitby residents will vote for their councillor by ward for the first time in our Town's history. I championed this change because ward-based representation means your councillor lives in your neighbourhood, knows your streets, and answers directly to your community. I'm proud of how far Whitby has come. As we head into this election, my commitment is the same as it was in 2014: tran…
Downtown Whitby Master Plan — Public Input Period Open
The draft Downtown Whitby Master Plan is now available for public review. This plan sets the vision for downtown over the next 20 years — housing density, heritage conservation, the waterfront, retail mix, and transportation. I want as many residents as possible to weigh in before we finalize it. Review sessions are happening at Town Hall on April 28 and May 5. You can also submit comments online…
We're in the home stretch of this Whitby Council term — it's time to deliver
As we enter the final stretch of this four-year mandate, I want to be honest with Whitby residents about where we are and where we're going. We promised a hospital advocacy campaign. We delivered — and the province approved the planning grant. We promised a community plan shaped by residents. We delivered — 62 action items, 95% on track. We promised to revitalize our downtowns. We delivered — new…
Whitby is moving to a ward system for voting — here's why
This fall, Whitby voters will elect their councillors by ward for the first time. I supported this change because I believe ward-based representation connects residents more directly to their elected officials. When you vote for someone who lives in your neighbourhood, represents your streets, and answers to your community specifically, accountability improves. I know there will be questions. I've…
Community Strategic Plan — 95% of Action Items Complete or In Progress
When I ran for Mayor in 2022, creating a Community Strategic Plan was a top priority — Whitby hadn't had one in over 20 years. In 2023, over 8,500 residents shaped what became a 62-item action plan. Today, more than 95% of those items are complete or underway. We are on track to deliver all 62 before this four-year term ends. This is #YourPlanInAction.
